IPOH: A corruption trial was told how the Anti-Corruption Agency (ACA) laid a trap using Chinese women, liquor and an apartment fitted with a pin-hole camera to catch three men charged alongside two former PKR state exco members.

Businessman Mohamad Imran Abdullah, 34, who acted as the agent provocateur for the agency, said officer Mohd Firdaus Idris arranged for an apartment in Batu Feringgi in Penang for former Perak Tengah district councillor Zul Hassan, businessman Fairul Azrim Ismail and Perak Development Corporation technician Ruslan Sahat to stay on Aug 14 last year.

"Arrangements were also made for me to bring along three Chi-nese national women as demanded by the men," Mohamad Imran told the Sessions Court yesterday.

He was testifying against the three men who are being charged with former Perak PKR exco members Mohd Osman Mohd Jailu, 57, and Jamaluddin Mohd Radzi, 52; and former Perak Tengah district councillor Usaili Alias, 56, over their involvement in a proposed development project in Seri Iskan-dar.

(Charges against Ruslan were dropped after his death in August.)

Mohamad Imran said he and ACA officer Norliza Mokhtar, who posed as his girlfriend, left Ipoh with three Chinese women in a car at about 3.30pm on Aug 14.

He said after arriving in Penang at 7.45pm, he led the men and the Chinese women to the apartment.

"I also left a crate of Carlsberg beer, which Ruslan had requested, on the coffee table. In the living room, I handed RM2,000 to Ruslan which he had earlier asked for," said Mohamad Imran.

While at the apartment, Mohamad Imran said he received an SMS from Mohd Firdaus, instructing him to remove a camera placed on top of a TV set after the money was handed to Ruslan.

"We did not check out as planned on Aug 15 as Ruslan said that Usaili and Mohd Osman were coming to Penang. However, only Usaili arrived that night.

"Usaili told me Mohd Osman was still in Permatang Pauh and that maybe he could arrange for a meeting the next day," he said, adding that Usaili was put up at a separate apartment, also arranged by the agency.

Mohamad Imran testified that he finally met Mohd Osman at the Aquarius Coffee House of the Summit Hotel in Bukit Mertajam on Aug 16 where he tried to hand over RM5,000 to him.

"Mohd Osman did not take the money but gestured with his hand to give it to Usaili.

"I expressed hope that my project would be approved and Usaili asked if there was anything else I could help with in Permatang Pauh," said Mohamad Imran.

He added that Usaili then asked for more money ranging from RM30,000 to RM50,000.

"I asked if they were sure they wanted only between RM30,000 and RM50,000 as the project was huge and worth RM180mil. Mohd Osman nodded his head and said 'ok-lah, RM100,000'," he said.

"And when I sought reassurance that he would help get my project approved, he said 'boleh' and told me to deal with Usaili."

Later, Mohamad Imran spoke of how the agency moved in on Mohd Osman at the restaurant here on Aug 19.

"Mohd Osman, Usaili and Ruslan were already seated when Norliza and I arrived at the restaurant," he recalled.

"I told Usaili that I had brought the money as requested and that I hoped my application to develop the project would go on smoothly," he said.

Mohamad Imran said he placed a briefcase containing RM100,000 on the table.

"I unzipped the briefcase and showed Mohd Osman the notes, and he directed me to hand it over to Usaili," he said, adding that Usaili then pulled the briefcase towards himself.

Mohamad Imran said agency officers moved in to arrest the three as soon as he left a missed call on the handphone of an ACA officer as previously instructed.

The hearing before Judge Azhaniz Teh Azman Teh continues today.
